JAKARTA – Indonesia’s low literacy rate has once again come under the spotlight. According to PISA data, the country ranks 72nd out of 78 nations in literacy. This situation is further exacerbated by the fact that more than 40,000 villages across the archipelago still lack adequate library facilities.
Building conventional physical libraries at the village level often proves impractical due to high costs and complex operations, ranging from infrastructure development and procurement of thousands of printed books to staffing and ongoing maintenance.
In response to this literacy crisis, Kipin Perpus Desa has emerged as an innovative digital solution designed to reach villages across Indonesia, including remote areas without internet access.
eduSPOT Technology: Digital Access Without Data Costs
One of Kipin’s key advantages lies in its eduSPOT technology. This device emits a local Wi-Fi signal, enabling villagers to download tens of thousands of educational contents directly to their smartphones, tablets, or laptops—without requiring an internet connection or any data charges.
The system adopts a “Download & Go” concept, allowing residents to visit the village hall once to download materials, which they can then access anytime at home without reconnecting to the Kipin device.

Comprehensive Content for All Community Members
Kipin is not merely a school library, but an all-in-one information hub for the entire village community. Its collections include:
- Formal Education: Over 5,000 national curriculum textbooks (from early childhood to senior high school/vocational level) and more than 2,000 learning videos.
- General Literacy: More than 500 literacy comics covering culture and history, as well as religious content.
- Community Empowerment: Vocational books for workforce programs, equivalency education modules (Packages A, B, and C), and anti-corruption literacy materials developed in collaboration with the Corruption Eradication Commission (KPK).
- Village Information: Local authorities can upload announcements, important documents, and activity videos, making them digitally accessible to all residents.
Legal Basis for Village Fund Allocation
The procurement of Kipin Perpus Desa is supported by a strong legal framework. Government Regulation (PP) No. 47 of 2015 and Ministerial Regulation (Permendes PDTT) No. 16 of 2018 explicitly encourage and permit the use of Village Funds or Sub-district Funds for the development of library facilities and digital literacy initiatives.
This homegrown innovation has also gained international recognition through prestigious awards from TIME (World’s Top EdTech Companies), Forbes, MIT Solve, and the World Summit Awards.
With a highly simple operation—requiring only minutes for installation and no maintenance costs—Kipin Perpus Desa is expected to become a lasting technological legacy that accelerates equitable access to education and poverty alleviation across Indonesia’s 88,000 villages.
